[UPDATE Nov 27, 2012 16:18 GMT]: This issue has been fixed for Skype To Go. Users with registered numbers in Arica and Santiago as well as users calling contacts in Arica and Santiago will need to log in to your account to update the affected phone number(s) with the additional '2' digit.
